I have 2 grounds in Vadagal group, balanallur village, sriperumbudur taluk.The notice was given in paper in 2007. Its 4 years and no action has been taken so far. why? when are you going to settle  and why so much delay in settling the money for our lands?

Dear Forum  members:

The Special Thasildar's office at Sriperumbudur  has organised a meeting of landowners in Vadagal and Budhanur villages which are under take over.   This meeting will be on 29.08.2012 at 11 a.m. at  No.42 Thirumangai alwar street ( near vanniyar kalyanamandapam ) Sriperumbudur.   The purpose of the meeting is to discuss the compensation value for your lands.

As all of you are aware from the advertisement being published in newspapers, there is no land in and around Sriperumbudur for

less  than Rs.600 per sq ft now.  So plot owners are requested to stick to this level at the meeting. I am saying this for DTCP approved plots.May be unapproved and farm plots will fetch little less.   Anyway this is only a discussion meeting.

Those who cannot come can also submit their replies by post also, according to the Sipcot notice.

Dear Mr Sivaraman, Thanks for ur update. six months back i sent them my change of address by registered post. I went after a week and confirmed my receipt of letter. But still I am yet to get any notice from them. 29th I suppose is Onam festival and state govt holiday. Will the meeting be held on that day? I will come and attend even though Indid not get the notice. Can anyone give the details of this information appreaed on the newspaper? pls let me know the date and name of paper. According to a leading developer if the govt pays compensation for the land it acquire, it should pay 1.5 times the current guideline value. If the guideline value of plots at vadagal village is say Rs 200 the govt should fix it at Rs 350 per sq ft. my contact no : 9384612789

Proposed Meeting on 29th

I had a talk with VGP DLI officials re 29th being ONAM - I am informed that as the meeting is being held at  Sriperumbudur & it may not be a state govt holiday under Kanchipuram distt , so meeting may be held.

Being a new member, I surprised to see that the Spl.Tahsildar convening a meeting on 29th August. 

I have one plot in Vinod Town Phase III.  I am from Thanjavur and will try to attend the meeting. 

I think if the Government is taking the land for development purpose, we can not do any thing except

demand for more compensation. Will join together and fight for more compensation.

Central Govt is soon enacting an Act for rural acquisition of land
and according to media reports it should be 3to4 times of the market
value. interalia other considerations.

Possibly the state govt babus want to push through the compensation before this act comes into force.
Let us be careful in telling the expected amount to the authorities.
Current guide line value is between 300 to 400Rs and market rate will be not lesstha 1.5 times the guideline value.
As per these indications we should ask atleast  2400 Rs per sq.ft as compensation.

Compensation on compulsory acquisition at Vallam village

Dear Mr. Sivaraman,

We received a speed post letter dated 30.11.09 on 20.01.10, notifying us that our plot in Vallam is being compulsorily acquired by the government.  In case of any objection, we had to reply within 30 days from the date of the notice.  Since the period of 30 days had expired, we sent our representative (we stay in Delhi) to enquire about the details.  However, we did not receive any response from the Tahsildar's office.  I would like to know the current status of the compensation and if I need to meet anyone in person or submit any papers to file for the compensation.  Any help or guidance in this matter will be highly appreciated. Thank you.

Sipcot Land Acquisition of Vinoth Town Phase 2, Vadakkal Village

Can anyone guide me with this land acquisition? What is the status on this? My father has two plots in Vinoth Town Phase 2 and we have received one notice. Has the government taken any steps towards making payments or is it being under the decision of the new government?

Today I received a  government order asking me to handover possession of my land in Vadakkal village,Vinoth Town 4,Survey no. 174,142/5,plot no.92. without any mention about the rates within 30 days.Has anyone surrendered the possession /documents ?They will take away the property if we do not do so. this is what I came to know.Please reply.

Could you tell me what is the reason cited for the land acquisition in your notice. I've received a notice a long time back for SIPCOT Oragadam Expansion Phase 2 but after that never recd any communication from SIPCOT.

The last time i've heard from one of the insider is there are lot of objection to this acquisition and the final decision will take a year or so. Is your land acquisition is for different reason?

Post that, there was no update from them.....Could you please let us know the reason that has been mentioned for acquiring the land? have you been able to check when this acquisition finally going to happen and at what rates? We did meet the Tahilsdar at Sriperumbudur last year ans it was informed to us that it will take an year or so for the things to move as many have gone ahead and conveyed their displeasure in the rates offered....Request you all to update us ...thanks in advance

They have not mentioned any reason.They only gave the govt.order no.Within 30 days we are supposed to surrender possession.No rates have been mentioned nor any time limit for settlement.

I think we at the lag of getting our plots lost. we have no option but to surrender the plot as we don't have any legal backing by any big organisation. if you too got the invitation to attend the meeting on 29th, u can come and discuss the issue with the collector.

Today we have received a Notice from Sipcot throgh Registered Post to hand over the possession of our Plot with in 30 days refering the TN Gazette extraordinary no. 447 dated 29-11-2011 (copy available in google search) where all the land owners list is published in the gazette. No details about the reason for acquisition or rate being offered is given.

 Can any one update the status next coarse of action?.

I have a land in VGP Vinoth Town-II, Vadagal 'B' Village and this is being acquired under the SIPCOT Sriperumbudur Expansion scheme Unit-3. I received the FORM-A in 2010 and then last week received the FORM-E asking me to submit the land to the SIPCOT.


On 13th March 2012 - I went to the SIPCOT Land Acquisition office in the Thirumangai Azhwar Road, near Vanniar Kalyana Mandapam, Sriperumbudur town and met the associated Sipcot Special Tahsildhar (L.A) for Sriperumbudur Unit Expansion scheme - a one Mr.Om Prakash and got the below details from him. There are many Spl. Tahsildhars appointed for each expansion scheme's land acquisition and Tahsildhars for the Sriperumbudur & Oragadam SIPCOT units have their office in the 2nd floor of this building. I could see that L.A is presently going on in many villages like Vadagal, Vallam, Mathur, Budanur for Sriperumbudur expansion scheme and Eraiyur village - Vaipur block for Oragadam expansion scheme and Spl Tahsildhar offices for each of this L.A process is located in this building. It is near the Sub-Registrar & Taluk Office in Sriperumbudur town. [ Office Timing between 10.00 AM until 5.00 PM. , Monday to Friday only, Contact Phone number (044 - 27162203) ]. It will better to call the given number to ensure the Tahsildhar is in office before going to meet them.

[1] On the 31st day from the posting of the recently sent out FORM-E (i.e Land Acquisition notice form) , the related Land automatically comes under the possession of the TN state govt and this happens irrespective of whether the Land owner delivered the land to the SIPCOT , in response to the Form-E notice or failed to deliver the land. He told me that it would be futile to try to go to the court and prevent the L.A process and that the case will eventually get rejected due to many instances of such results by the courts in the past.

[2] The compensation price to be paid for this land acquisition has not been decided yet. The land owner will receive another notice in May 2012 and will be asked to come to the Collector Office for land compensation discussion. He told that the compensation value will not be the new guideline values that has been proposed in 2011 and which is still to be formally accepted by the state government. He was a bit circumspect in answering more pointed questions in this regard. He told there are many ways employed by estimators to arrive at the compensation and that it will be difficult to even give a potential range value for the final per ground compensation amount.

[3] The Land owner is not required to have the Patta for his land to get the compensation amount. It's enough if he has the original Sale Deed document that was created during the registration of the land when it was purchased by the owner. In addition to the Sale Deed original document, an E.C will also need for the land for a time period that would be specified by the SIPCOT in its next L.A letter to the land owner.

[4] After verification of the Documents, a cheque for the compensation amount will be given to the land owner. As of now it seems this may take another 3- 4 months to happen.

[5] If the land owner gives his land to the government upon receiving the FORM-E sent out by SIPCOT , then the state government will additionally give an amount of 9% interest on the eventual compensation amount, calculated from the date of submission of the land to govt. until the date the compensation cheque is given. In the process of formally giving the land to the government - the land owner has to fill up the "Land Delivery Receipt" form that SIPCOT will give , sign it and submit the same along with a photocopy of the Sale Deed document for the land, to the mentioned Special Tahsildhar.

I also talked to Mr.Omprakash.Earlier I had sent a registered letter asking whether I should send Photocopies,what will be the compensation like and the time it will take for compensation.As there is no reply I called him today.He confirmed that only xerox copies have to be sent,No EC required at this stage.As I didnot receive Land Delivery form he asked me to enclose a letter,sign and send the same along with documents.I will also send xerox of FormE. He doesnot know about the other two points but said we will be called in May for negotiations.I will be posting documents tomorrow. When I asked about a possible court case he said since they are xerox copies only hence no harm in sending.

CHENNAI: The Madras High Court has quashed the notifications of the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) and other connected authorities to acquire the land belonging to city-based Sri Venkateswara Educational and Charitable Trust, at Mathur village in Tiruvannamalai district. Justice Vinod Kumar Sharma, who quashed the notifications issued in July last year, also imposed a cost of ` 20,000 on the authorities concerned for unnecessarily harassing the trust management and violating the statutory provisions, rather than observing them, in acquiring the land. According to petitioner trust, the land in question was meant for starting Saraswathi (Ramadoss) Engineering College at Mathur village and all steps were taken for its establishment. While so, the government sought to acquire two acres and 47 cents of the Trust for SIPCOT expansion programme.

The trust sent a representation raising objections. However, there was no response to the representation.

Allowing the writ petition, the judge observed that the procedure adopted by the authorities concerned before issuing the notifications was totally contrary to the statutory requirements under Section 3 of the Land Acquisition Act. The notifications were vitiated for the reason that no order had been passed by the Tiruvannamalai district Collector rejecting the objections raised by the Trust. No material was also available on record to show that the government had considered the objections.

Vinoth Town Acquisition

The land acquisition by SIPCOT in Vinoth Town is going to put all the land owners there in a fix.The government compensation is expected to be Rs.45000/= per ground where as the running market rate is more than Rs.200000(20 lacs) per ground.It will be a raw deal for all the land owners if the Govt terms are accepted.

There are other plot holders like Jayanthi TOWN have formed an association and fighting out the case.To a large extent they are successful,there are bright chances that their acqusition program may get quashed.But they started the activity 4 years back.

If Vinoth Town owners are keen on getting justice we also can fight out the acquisition either to get it quashed or atleast get the current market compensation.For that we may have to form a common front and represent.The battle will be very tough.But the stakes are high.tIME IS SHORT

Whoever is interested may respond.It seems few owners in Vinoth Town have gone ahead seeking stay as individuals.

It is a good idea to come together and fight out in court against land acquisition.Even if we donot get the land if we get good value for the property it is worth fighting.It cannot be that low as 45000 per ground which means lower cost than what we bought it for.Reliable sources told me that it is going to be anywhere between 150-200Rs per sq.ft.which means 4,80,000 on the higher side.

Only problem is who is going to bell the cat? We will definitely support any action.

3.Take further steps as per legal advise like getting a stay,building a compound wall to claim possession etc.

Our aim is either to stop acquisition or to get compensation as per 2011 guidelines.

Who are all interested may respond.

Iam also in Bangalore,anybody stationed in Chennai can play the role of the secretary of the association.We may have to create a corpus to financially back the movement.

Vaipur B Sipcot Notice

All,

Just searched the internet and found they are in the process of sending notice to acquire land in vaipur a & vaipur b village. The land owener's name and their survey numbers are published in the gazette we may get the sipcot letter to acquire the land in registered post soon.

I've heard VGP Jayanthi Nagar formed association and filed a case but i wonder whether this stop them sending out the land acquisition notice as i believe VGP Jayanthi nagar is within Vaipur A & B.

Compens. for land acquisition at Oragadam Vill, Sriperambadur

Dear Sir,

We are located in Mumbai. My parents (Both since deceased) have a few sites (Each 60 X 40) at Oragadam Village-Block No. 8-S.No 8 /1A2 and the same have since been acquired by SIPCOT.  The compensation being offered is a paltry sum, which works out to just about Rs.1/- per sq.feet.  I understand from the Special Tahsildar that this compensation has been contested in the Court by many of the aggrieved land owners. However, we have also been informed that we will be eligible for the higher compensation, as and when the Court declares, only if we accept this compensation.   While we are getting the required documents ready, I shall be happy if any of the parties that have gone to the Court can get in touch with me so that we may add ourselves as a party to the suit. 

I am also not aware of the present status of the Court Case.


I look forward to some positive feedback / response from any of the existing members.

People have started fencing their plots.few owners sold to local brokers ar Rs4  lakhs per grounds .

 

Buying and selling is still in progress.

Fate of which I am not able to ascertain till date, despite writing to The
Special Tashildar of Land Acquisition in Sriperumandur Sub-Registrar’s Office
Twice, with copy to GM, Sipcot in Chennai Egmore.

Does this S/No. fall under the Acquisition programme??

Apparently this issue will be coming to a close in a few months. GLV could be in the region of 300/sft or higher, as recently the govt had revised GLVs .

There is a person called Durai in the Sub Reg office.  phone 9445369418 He may be able to throw some light.

In case anyone knows better / or recd such a letter, please it be known for our benifit

As we are not very sure abt. the present value exactly I don;t know wat to demand. as per the above posts I plan to quote around Rs.600  per sq. ft. I dont know whether this price is higher or lower. If anything to be done from myside please revert so that we all stand together to get the best price. unless we demand we will not get...
